Smart Cities Mission

Launched on June 25, 2015, by Prime Minister Narendra Modi, the Smart Cities Mission (SCM) is a transformative initiative by India’s Ministry of Housing and Urban Affairs to develop 100 sustainable, citizen-friendly cities. It focuses on enhancing core infrastructure—water, electricity, sanitation, transport—and, in 2026, aims for the final completion of projects after an extended deadline to March 31, 2025. 

 
Key Objectives and Strategies
    • Goal: To drive economic growth and improve quality of life through comprehensive development.
    • Approach: Uses Area-Based Development (Retrofitting, Redevelopment, Greenfield) and Pan-city initiatives
      .
  • Implementation: Executed by Special Purpose Vehicles (SPVs) at the local level, ensuring 50:50 equity from state/UT and urban local bodies (ULBs). 
 
Core Infrastructure Elements
The mission emphasizes: 
  • Adequate, clean water and assured electricity supply.
  • Solid waste management and sanitation.
  • Efficient urban mobility and public transport.
  • Affordable housing, especially for the poor.
  • Robust IT connectivity and e-governance.
  • Safety and security of citizens. 
Progress and Impact (as of early 2025/2026)
  • Project Status: As of January 2025, 7,479 of 8,058 tendered projects were completed, with 99.44% of funds disbursed.
  • Extensions: The mission deadline was extended to March 31, 2025, to complete remaining projects delayed by logistical and COVID-related challenges.
  • Examples: Cities like Agra, Lucknow, and Varanasi (UP), and others across the nation are implementing smart solutions.
  • Focus on Inclusivity: Initiatives include ‘Placemaking Marathons’ and ‘Nurturing Neighbourhoods Challenge’ for improved urban spaces. 
The mission acts as a model for urban renewal, focusing on sustainability and technology to create modern, livable environments.
