Civil Role and Responsibilities

The Civil Department is responsible for planning, construction, operation, and maintenance of municipal infrastructure and civic amenities to ensure safe, durable, and sustainable urban development.

  1. Planning & Design of Infrastructure
  • Planning and design of municipal civil works
  • Preparation of DPRs, estimates, drawings, and technical specifications
  • Surveying, site investigation, and feasibility studies
  • Ensuring compliance with building codes, standards, and bye-laws
  1. Construction & Execution of Works
  • Execution of civil works such as:
    • Roads and streets
    • Drains and storm water systems
    • Culverts and bridges
    • Municipal buildings and public structures
  • Supervision of contractors and site activities
  • Ensuring quality control and adherence to approved designs
  1. Operation & Maintenance of Assets
  • Maintenance and repair of roads, footpaths, and pavements
  • Upkeep of municipal buildings, schools, hospitals, and offices
  • Desilting and maintenance of drains and nallahs
  • Emergency repairs during monsoon and disasters
  1. Tendering & Contract Management
  • Preparation of tender documents and BOQs
  • Evaluation of technical bids and support in financial bids
  • Monitoring contract execution, timelines, and milestones
  • Certification of contractor bills and final payments
  1. Quality Control & Technical Inspection
  • Ensuring quality of materials and workmanship
  • Conducting laboratory and field tests
  • Technical inspections and site measurements
  • Rectification of defects and enforcement of defect-liability clauses
  1. Project Management & Monitoring
  • Implementation of infrastructure projects under:
    • State and Central Government schemes
    • Municipal development programs
  • Monitoring physical and financial progress
  • Coordination with consultants and executing agencies
  1. Asset Management & Record Keeping
  • Maintenance of asset registers and infrastructure records
  • Documentation of completed works, drawings, and measurements
  • Updating GIS and infrastructure databases (where applicable)
  1. Coordination with Other Departments
  • Coordination with:
    • Water Supply & Sewerage Department
    • Town Planning Department
    • Electricity and Telecom agencies
    • Traffic and Police departments
  • Ensuring integrated infrastructure development
  1. Disaster Management & Emergency Response
  • Immediate response to infrastructure damage during disasters
  • Restoration of roads, drains, and public facilities
  • Support to disaster management and relief operations
  1. Regulatory & Advisory Functions
  • Technical vetting of building and infrastructure proposals
  • Providing engineering advice to municipal authorities
  • Ensuring safety, sustainability, and cost-effectiveness in projects
