Advertisement Role and Responsibilities

The Advertisement Department is responsible for regulation, licensing, monitoring, and revenue collection from advertisements within the municipal area while ensuring city aesthetics, public safety, and legal compliance.

  1. Regulation of Advertisements
  • Regulation of outdoor advertisements such as:
    • Hoardings
    • Banners
    • Unipoles
    • Digital screens
    • Wall paintings
  • Ensuring compliance with municipal bye-laws and advertisement policies
  • Control of size, location, illumination, and structural safety
  1. Permission & Licensing
  • Granting permission for installation and display of advertisements
  • Issuance, renewal, and cancellation of advertisement licenses
  • Verification of ownership, location, and structural drawings
  • Coordination with Town Planning and Engineering Departments
  1. Revenue Assessment & Collection
  • Assessment and collection of advertisement fees and charges
  • Preparation of demand notices and fee schedules
  • Monitoring revenue targets and collections
  • Prevention of revenue leakage through strict enforcement
  1. Monitoring & Enforcement
  • Regular inspection of advertisement sites
  • Identification and removal of unauthorized or illegal advertisements
  • Imposition of penalties and recovery of dues
  • Seizure or dismantling of illegal hoardings and banners
  1. City Aesthetics & Public Safety
  • Ensuring advertisements do not obstruct traffic visibility
  • Preventing visual clutter and protecting heritage structures
  • Ensuring structural stability to avoid accidents
  • Regulation of advertisements near sensitive zones
  1. Policy Implementation & Bye-Law Enforcement
  • Implementation of State Government advertisement policies
  • Enforcement of municipal advertisement bye-laws
  • Updating rules as per urban development and safety norms
  1. Inter-Departmental Coordination
  • Coordination with:
    • Revenue Department
    • Town Planning Department
    • Civil / Engineering Department
    • Traffic Police
  • Joint inspections and enforcement drives
  1. Legal & Dispute Handling
  • Handling objections, appeals, and disputes related to advertisements
  • Assistance in court cases and legal proceedings
  • Implementation of court and appellate authority orders
  1. Record Management & Reporting
  • Maintenance of registers of licensed advertisement sites
  • GIS mapping and digital records (where applicable)
  • Preparation of periodic reports on revenue and enforcement actions
  • Submission of reports to senior municipal authorities
  1. Public Awareness & Special Drives
  • Public notification of advertisement rules and restrictions
  • Conducting special drives during elections, festivals, and events

Removal of political and temporary advertisements as per norms
